Islamabad: The head of Pakistan’s top body of clerics has clarified following his decision to declare the use of a virtual private network (VPN) to view banned online content widely criticized as ‘un-Islamic’. He said on Monday that if the service is used for national security, blasphemy or character assassination, it is against Islam.

Allama Ragib Naimi, chairman of the Council of Islamic Ideology (CII), which advises the government on religious issues, courted controversy on Friday by issuing a decree declaring the use of VPNs un-Islamic. Many religious leaders and digital media experts have questioned this order. However, he corrected his statement while speaking on ‘Jio News’ program ‘Jio Pakistan’. “Whether it is a registered VPN or unregistered, if an indecent or unethical site is attempted to be accessed, character assassination, statements against national security are made, or if various incidents of blasphemy are committed through it,” he said. However, he clarified that if it is used for education, communication or conveying a positive message, there is no harm in it.

“If you register a VPN and do positive activity, there is no harm,” said Naimi, “Since the user’s location (VPN) remains confidential, this information cannot be obtained,” it depends on who works from where. So, when we talk about these technical matters, in reality, it is the activity that determines whether it is Islamic or non-Islamic.” (Language)
